Germany - Franz Beckenbauer FIFA wants the task force to review the offside rule and make it easier to interpret the referees after the weekend of controversial decisions on the German officials.
Beckenbauer is Chairman of the FIFA rule which refers to changes in the governance of football world governing body. The panel will meet next week.
"I put on the agenda," Beckenbauer told the Bild newspaper on Tuesday edition. "All members of the Commission should think about it, so we can discuss it."
The interpretation of the offside rule if a player in an offside position should be punished or not given rise to several disputed decisions over the weekend in the Bundesliga.
"Offside has become too complicated," said Beckenbauer. "We do not need to return to football at the age of stone, but to return to a simpler interpretation. A referee must be such as to prevent a goal when the goalkeeper is clearly offside damage to a player."
Offside rule that an offside has to punish "interferes with an opponent," when a player intentionally prevents the goalkeeper or the visual axis of movement, or disturb him.
The law also says that "interfering with play," Another reason is offside, offside position means that the player actually touches the ball.
In Germany, the assistant referees flagged for offside when the offside law was not broken. Arbitrators refused to order a loss to Hanover to Cologne and Mainz in a loss to Augsburg, prompting a debate in the media.
Beckenbauer also proposes to remove the red card the player opportunities to deny an obvious scoring the penalty area.
"If it's a harmless error, a penalty and a yellow card is enough," said Beckenbauer. "Save only for brutal attack. The judge must have some freedom of choice. "
FIFA rules state that a red card is mandatory only in cases where a player is paid for the paint.
